I doubt that any criminal would just go and turn in their guns, let's remember that guns mean power in the underworld (it's the only way these thugs feel that they can be take seriously). I have mixed emotions about gun turn-ins for example it's a good way to get rid of a broken junk gun and collect 75 bucks for it because nobody else is gonna give you 75 bucks for a Jennings .22 and most criminals acquire their guns by theft and they realisticaally wont go out and buy a safe for a gun they don't want or will use no matter what the reason is.
